1. Create a webpage, including an image of your choice. Create several "hot spots" on the image where clicking or rolling over will cause changes on the webpage. You can have the "hot spots" cause jumps to another web site, pop up a message, or do other things, your option.
2. Use JavaScript to control the actions caused by the clicks or mouse roll-overs.
